Brian Thomas is the assistant general manager and chief
financial
officer
for
the
Metropolitan Water District of Southern California. He
manages all of Metropolitan's financial programs, including
financial and capital planning, risk management, investments,
debt management, the annual $1.5 billion budget, and accounting
operations and reporting. He is also responsible for developing and implementing Metropolitan's water rates and charges.
Brian has worked in the power and water business for over
20 years. He previously served as Metropolitan's Assistant
Director of Finance and was the Assistant Chief in Planning
and Resources from 1993 until 1999. Prior to rejoining
Metropolitan in May 2000, he was the assistant general
manager for the City of Anaheim's Public Utilities Department,
where he was responsible for Anaheim's power and water
utilities financial management, budget, administration,
and power resources program.
Brian holds Bachelors of Science degrees in Biology and Economics from Cal Poly, Pomona and Masters and Doctorate degrees in Economics from the University of California, Riverside.
Brian has served as a lecturer in economics at California Polytechnic State University, Pomona; California State University, Fullerton; UC Riverside; and Riverside City College. He is a frequent speaker at state and national conferences and has also authored and co-authored numerous articles on water and power planning and finance.
