Water Industry Affiliations:

Barrett serves on the SDCWA board's engineering and operations committee and water planning committee.

As the City of San Diego’s Director of Public Utilities, Barrett oversees more than 1,700 employees and an annual operating budget over $1 billion. The city's water system treats and delivers more than 200 million gallons of water daily through more than 3,400 miles of pipelines and its wastewater system collects and treats more than 180 million gallons daily for the entire region.

Barrett serves as a member of ACWA’s Federal Affairs committee.

Professional and Community Activities:

Barrett is a Professional Engineer (Civil), licensed in California.  He retired from the U.S. Navy as the commanding officer of the Navy Public Works in San Diego and regional engineer in August 2004 after 28 years of service. Commissioned as an ensign in the U.S. Navy's Civic Engineer Corps through the direct appointment program, Barrett's naval career included tours of duty throughout the nation.
