Blake is president of the Association of California Water Agencies and a member of its executive committee. He is a member of the National Water Resources Association's board of directors and chairs its municipal caucus. He sits on the board of trustees of the Southern California Water Committee. He is one of three California trustees on the board of trustees of the Colorado River Water Users Association. He represents the city of Fullerton on the Water Advisory Committee of Orange County.

Professional and community activities:

Blake is the owner of the Blake Investment Company, a consulting firm he founded in 1972. Blake is immediate past chairman of the board of trustees of the Southern California College of Optometry. He is a member of the Fullerton Rotary Club and a member of that city's chamber of commerce. He sits on the YMCA's finance committee.

Blake has served on the Fullerton Planning Commission for nine years, including one term as vice chairman and two terms as chairman. He is a past member of the Fullerton Economic Development Team and was a director of the St. Jude Medical Center Foundation board. He is a past Fullerton Cultural and Fine Arts commissioner and served six years on the Muckenthaler Cultural Center board of directors, four as its president. Blake spent a combined 10 years in the U.S. Marine Corps and Justice Department. He is a graduate of Tulane University, where he earned a bachelor's degree in liberal arts.
