Parker has represented the city of San Diego on the SDCWA board for more than 12 years. Currently the SDCWA board's secretary, he also has chaired its water reclamation, public information, and engineering and operations committees, and logo subcommittee.

Professional and community activities:

Parker is a member of the American Chemical Society and of the American Association for the Advancement of Science. He served in the U.S. Navy from 1943 to 1945 as an electronic technician's mate 3rd class. Since 1986, Parker has been a judge at the Greater San Diego Science Fair and at the California Science Fair in Los Angeles. He is active in the National Association of Minority Engineers Program Administrators.
