Ethics Officer

At Metropolitan, we are public servants who act with governmental authority in our daily work. With this work comes an enormous responsibility to the public we serve to ensure we are making decisions that are always in their best interests.

The Ethics Office develops policies, provides advice and education, and helps Metropolitan and its officials comply with Metropolitan and state ethics requirements. The Ethics Office also evaluates complaints and conducts independent investigations involving alleged violations of Metropolitan’s ethics rules.

Metropolitan’s ethics rules include those dealing with conflicts of interests, misuse of position or authority, outside employment, retaliation, disclosure of personal financial interests, gifts, political activities, misuse of confidential information and nepotism.

Established by state law in 1999, the Ethics Office operates as an independent entity and protects the confidentiality of sources and the job security of whistleblowers, while providing due process for the accused. To promote its independence, the Ethics Office reports directly to the Metropolitan Board of Directors, with oversite from the board's Audit and Ethics Committee.

Ethics Complaints

Directors, employees, contractors and members of the public who have concerns about an individual or organizational process or who suspect instances of non-compliance with Metropolitan's ethics rules or regulations that relate to ethics are encouraged to report them to the Ethics Office. To the extent feasible and appropriate, the office will protect the identity and confidentiality of sources and will independently investigate allegations of retaliation for reporting an alleged violation. The office investigates complaints in accordance with its Investigation Guidelines.

Special Review of EEO Policies & Practices

At the direction of Metropolitan’s Board of Directors, the Ethics Officer has engaged outside counsel to conduct an independent review of the district's Equal Employment Opportunity policies and practices following comments by employees about instances of sexual harassment and other forms of misconduct.
